Why is charging loss part of the cost?

Not all the energy through the meter reaches the battery. Cable resistance, cooling and battery management consume part of it, and you pay for what the grid delivers.

Why stop at 80%?

The charging curve of a lithium ion battery falls off after 80%. Staying between 20% and 80% on a long trip shortens the stop and is easier on the battery.

What is the difference between AC and DC charging?

On AC the car’s onboard charger does the conversion, which caps the rate around 11 to 22 kW. On DC the station converts and feeds the battery directly at much higher power.
